The notion that the Puerto Rican debt situation is likely to set a precedent on a number of levels is validated by how closely it is being watched by state and regional municipalities in similar overburdened situations. Bi-partisian legislation was passed out of the US House Natural Resources Committee this week with potential for amendments to the bill shaping who is left off the hook and who remains financially responsible for government debt problems.
