The report euphemistically says they “savor life” more than achievement. While the exact study methodology Dalio used to determine how much a geographic region "savors" life was not revealed, it is assumed that vacation time is one component of the study variable. Thus, an alternative conclusion might be: the more people take vacation the more their economic productivity falls.
