France .... French President Francois Hollande declared what he called “a state of economic and social emergency” and outlined a €2 billion job creation plan to revive hiring and catch up with the global economy.

In an annual speech to business leaders, Hollande highlighted a series of economic measures to boost long-stagnant French growth and trim chronic unemployment.
